BIOGRAPHY























































Craig Burns is the Chief Executive Officer and a principle partner of Technical Services International, Inc. (TSI) a full service company specializing in research, development and implementation of aircraft Supplemental Type Certification (STC) projects. TSI has the resource to support every aspect of light and heavy transport aircraft modification.

Mr. Burns is on the Board of Directors for TSI. He is the principle owner of Perfect-Air a consultancy firm specializing in heavy maintenance and major modification on large transport aircraft, since 1996. Mr. Burns was also the Director of Planning, then the Director of Maintenance for Evergreen Air Center before continuing on as a consultant.

Mr. Burns completed his degree in Computer Sciences in 1982 at Lamson College. He is an A&P and graduated as a Mechanic Specialist from Cochise College in 1989. In 1998 he received his Management Degree from Central Arizona College. In 2001 as a Process Improvement consultant to Bombardier Aerospace his product improvements saved the company 1.6 million dollars in the first year of implementation. Mr. Burns specializes in Long or Short Range Planning and with nearly 30 years in the aviation industry his experience supports the varied needs of all technical and quality requirements.

Mr. Burns, 63, lives with his wife, Carrie Jo and daughter, in Tucson. A computer specialist, amateur astronomer/astro-photographer and is an avid motorcyclist (Harley Davidson).

Over 35 years of Aviation experience! Starting from A&P mechanic / sheet metal technician / line maintenance technician to lead A&P, then maintenance supervisor spanning some 15 years. Mr. Briggs 62 lives with his wife Anita of 45 years in Tucson. With 3 grown sons in the state and 10 grandchildren. An engine specialist both aviation and automotive with a very strong passion for turning wrenches, an expert fisherman, along with a very busy Grandpa, riding the Harley when time permits.

Insured all work was accomplished in accordance with FAA Regulation in adherence to schedule. Supervised 8 Leads and 80 Technicians. Developed schedules, production action plans and produced daily progress reports. Maintained costs within budget while maintaining quality.

Director of Maintenance, Evergreen Air Center                                        
Directed Heavy Maintenance Visits for the Narrow Body Line to Aircraft types; DC-9 and all DC-9 derivatives (MD-80, etc.). Maintained program integrity in regards to Manpower, Workload, Speacialized Tooling, Ground Support Equipment and Approved Documentation. Maintained Project Schedules. Directed 10 Supervisors, 10 Leads and 150 Technicians. Prepared and maintained budget.

Director of Planning, Evergreen Air Center                                          
Directed the planning and scheduling of Heavy Maintenance Visits to Aircraft types; 747, 737, 727, DC-9 and all DC-9 derivatives. Worked closely with Marketing and Operations to develop Workload Capacity. Produced Manpower to Workload Schedules. Produced an Approved Document Package for all work accomplished. Scheduled Manpower loading. Maintained and validated all Documents in work. Maintained the Technical Library to insure completeness and accuracy in accordance with FAA Regulation. Directed two Supervisors, two Leads and 20 Planning personnel. Prepared and maintained budget.

Consultant,Aircraft Rep, Per-fect Air                                               
Heavy Maintenance Visits and Major Modifications for Boeing 747 Aircraft - Customers include; Wetmore Finance, American Int'l Airways, Southern Air Transport, Pegasus, Evergreen Int'l Airlines/Supertanker, Kabo Air, to name a few. Produced Schedules, Approved Work Documents and Kitting instructions. Provided Specilized Tooling and Ground Support Equipment requirements. Developed a Training Syllabus and conducted Technical Training. Represented the aircraft owner/operator as a Project Manager to insure aircraft integrity, quality and budget was maintained.

Managed Heavy Maintenance Visits to Aircraft types; 747, 747 NASA Shuttle Carrier (ten year background check was required), 737, 727, DC-8, DC-9, DC-9 derivatives, DC-10 and Airbus 300. Special Projects Manager for all new major programs. Two notable programs; 747 Section 41 Mod (28,000 manhours) and 747 Pylon Mod (10,000 manhours).
